A Strategic Advice for the Integration of Young Voices in the Utrechts Programma Landelijk Gebied (UPLG)

On November 25, 2025, the Province of Utrecht published the draft Utrechts Programma Landelijk Gebied (UPLG), opening a critical window later on January 6 for public consultation until February 16, 2026. This report serves as a strategic advice for the citizens' initiative Duurzaam Utrecht 2030 to effectively influence this policy process. The central objective was to formulate a formal Zienswijze (Consultation Response) that integrates the perspectives of young farmers and students, ensuring the next generation is not excluded by rigid policy instruments.
The research utilized a Policy Sprint methodology to gather lived experiences from the Young Voices coalition. This input was analyzed using the Multi-Level Perspective (MLP) to identify how current provincial (“regime”) lock-ins, specifically the National List of approved measures hinder young people's ("niche") innovations. Furthermore, Doughnut Economics was applied to redesign the financial logic of the UPLG, proposing that the ecological ceiling (water retention) acts as the funding source for the social foundation (farmer income).
The analysis, reinforced by a real-time stress test during a Code Red storm event, reveals that the current top-down approach creates psychological resistance and financial barriers for new entrants. Consequently, this report advises the Province to adopt three specific interventions: (1) shifting from damage compensation to Blue Services contracts (Payment for Ecosystem Services), (2) designating 20% of the investment budget as legal Innovation Space ("Experimenteerruimte") for pilots, and (3) establishing a tiered subsidy structure for cooperative process facilitation.
